Account creation blockers
There are a few circumstances that could prevent you from creating an Arc Account.
You are using a managed device provided by your school or employer. Check with your admin to verify they're not blocking any calls to Firebase, the database provider that Arc uses for login and authentication.
You are using a VPN or Firewall. Try disabling your VPN or Firewall to see if this resolves the issue.
You’re attempting to create an account in a region that our database does not support Unfortunately, our database provider (Firebase) does not service certain regions including Iran and China. We apologize for the inconvenience if your region isn't currently supported. We are always working to provide support for more regions in the future.
How to troubleshoot
If none of these scenarios apply to you, try the following troubleshooting instructions:

Close Arc and press the
Windows button + R
keys. -
Enter the following command
Arc --log-file=%TEMP%\\log.txt
then press Enter or click OK. -
Open File Explorer and enter
%TEMP%log.txt
in the address bar, and then press Enter. -
Take note of the file location of the log.txt file that appears or save it to a location you can easily remember

Open a new tab and search for 'speed test' on Google to run an Internet speed test.

Take a screenshot of the speed test results and save it in a location you can easily remember.

Click the Arc Menu > Help > Contact the Team.

Enter the Subject, "Can't create account - Arc for Windows"

Attach the log.txt file and the screenshot of your speed test results.
